Apparently so. The 2 main Performance Rights Organizations BMI and ASCAP are operating in an analogue manner in a digital world, and that may be due for severe modification. This should be of interest to anyone writing, performing, distributing or otherwise using recorded music. Here's a NYTimes article on it:
