I am an artist and I want to make a necklace to sell online using lyrics from a Blur song. Do I need their permission or do I need to buy the rights to the song or lyrics before I sell this necklace? Any input is appreciated.

just the lyrics?.. you could get away with it, just put it as quoted by the band..
I don't think you need permission to put stuff as quotes...
