I hope this type of thread is allowed, it is free so I cannot see why not :-)
Soundcloud Downloader from Rootjazz is a Windows desktop application allowing you to download any track from soundcloud, whether it is marked as stream only or not
Search and download tracks by: artist, track name, genre and track length
Multiple track downloads, scheduling, restart previous tracks to download

You might want to whitelist the email domain @rootjazz.com in your email client / site as sometimes mails go to spam.

I for one have a problem with this type of application. If someone has marked their soundcloud file as stream only you should respect that.

Most soundcloud users only have a free account which limits to a 100 downloads, so it isn't always that the artist doesn't want people to download the tracks. Just that they don't want / cannot afford a premium account.
But you do make a fair point, all files are marked as whether are stream and or download. Up to the individual whether to download a stream only track.
Personally I don't see it any different to recording a song off the radio of yester year.
