"New" in quotes because it was shot and one version was ready 30+ years ago. Never in theatrical release and he kept tinkering with it (and, wonder of wonders, actually made it better each time)--now Version 4 is good to go. Here's more:

I've not seen this movie in any form/edition....???!
His explosive off and on and off again with CSN is well documented and has been for decades now...
I don't know why they persist with him...
Well I do actually, they need him more than he needs them....more bums on seats at shows.

As the reviews say, though cloudily, is that they haven't been released--bootleg bits and pieces, yes, but what he intended (whatever that might be) is only coming out now. What does it say about anything theatrical that the dialogue was pieced together after the movie was done? The word "slap-dash" comes to mind. All this presented in the name of completeness for a newer NY fan ...

Lol...slap-dash
I'm sure if you looked up that word in a dictionary that Neil Young would be one of the meanings for it...
Most of his albums are put together slap-dash and hap-hazardly
Same goes for his "waging heavy peace" autobiography...

...And, hey, let's don't forget "willy-nilly" << Sounds like great names for dance crazes--"Hey gang--let's go down to the malt shop and do the slap-dash or the willy-nilly.."
