has just about every element I hate about
most modern music ie: beats/autotune!

This happens from time to time, it can happen with any clip. Very few of them are "official" clips authorised by the artist or their agent, but whether they bother to get it taken down from Youtube is up to them. Some artists are much more anal about this kind of thing than others. Most regard it as free publicity that is not going to dent their sales much, if at all.
