Why hasn't xspf caught on?

I think XSPF is ultra cool. You make a playlist and that list points to mp3's from wherever. Then you can just share your playlist and it takes care of the rest. When this first came out, I thought it would be the new napster, but sadly it doesn't seem to be. I wonder why.

I'm not much of an MP3 fan, so it's not surprising that I've never heard of it...

Yes, mp3's aren't my favourite format either, but if you are going to use them on the web, then this is a nice app...much better than internet radio streaming or the dreaded YouTube sound mangling system.
