It's called The Bohemian, by William-Adolphe Bouguereau. Just pre-impressionist, I think.

Turns out the billionaires who promised hundreds of millions to restore Notre Dame have coughed up very little. It's worth noting that they get 66% tax relief on donations to the renovation. I smell a rat.
