Scary Monsters is one of best albums IMO also
I still prefer 1979's "lodger" though, and 2013's "the next day" is bloody good also.
Bowie is such a rare talent that I actually think of him as both. I can have just as much enjoyment listening to a Bowie album as I can listening to a Bowie Greatest Hits collection (and I cannot say that about most artists)! My personal favorite albums of his are Station to Station, Low, and Scary Monsters, but it's also safe to say I would happily listen to any album he made between the late 60's and, say, 1980, with some occasional good songs after that.
