I also think there's a Golden Age aspect, as with other kinds of music and art forms, so to speak.
Between '65 and '70 rock seemed to be on an accellerated path of growth and innovation. There have been improvements and additions since then, but in general the genre has matured, and there will tend to be diminishing returns.
From that perspective, it makes comparing decades not only difficult, but unfair in a sense. There will not likely be another Beatles, Rolling Stones, or Led Zeppelin in the history of rock and roll, just as there will be no more Bachs, Beethovens, etc. in the history of classical. Large breakthroughs are more likely to occur in less mature categories of music, or will require a whole new category of music.
