I was surprised to see Tool show up more than once here.
My guess is that their songs are more hypnotic and groove-oriented. They lack the hooks, riffs, structure, and guitar acrobatics one would usually expect in metal and rock songs. If you're used to banging your head or dancing when your song comes on, it's hard to see their appeal.
