Yay a subjective thread. Although, if you are creating a list with a ranking system, I think it's helpful to give a criteria on how you compiled said list. With rappers, I base their skill set on three things. 1) Flow - Basically the style of delivery 2) Subject matter - The content and 3) Creativity - Ability to display a range of styles.
With this I will share my number one rapper. Gift of Gab. This guy has recieved tons of recognition for his rapping ability and is the definition of talented, when it comes to his craft. Listen to the album "Blazing Arrow" by Blackalicious and you'll get the idea.
